Not arbitrarily at all, he has A Type and if you don't meet it he's not interested in fucking you. The whole point is that these are characters, not indistinguishable blobs who will fuck anything that moves. Garret just happens to be more restrictive than most, but there's also Kiyoko for a full companion who has an ironclad requirement for progression. The writers envision the characters that way, hence that's how they're presented in the game.The weird restrictions are especially obvious in regards to Garret, one of the few romanceable masculine male characters with a good amount of content and a quest that doesn't revolve around becoming a girl, yet for some reason he's arbitrarily locked off from the players who could really do with that type of content.
Because the parser system is designed around the Champion having many variables to their appearance (which have very little impact on the flow of most scenes) but it's not similarly set up to account for physical changes to NPCs except for (mainly) naughty bits to allow some variety in descriptions and some character-specific variables. It's certainly not set up to reflect the kind of changes you're proposing. Again, all the stuff written for Brienne has to be done manually, it's not like Wsan waves a magic wand and suddenly the Brint scene becomes a Brienne one. As people have said a thousand times before, creating a content switch now would be a lot of work as the other switches were built into the game at the start so that everyone could account for it in their writing if the switch is relevant. Also virtually is spelled virtually. It's very likely easier to adapt old content but if you want it to be good it's still going to be a large time investment. Oftentimes I'd rather a character be open to sexing all champs, but for some the sexual content (and kinks) it does specifically need certain genitals. Like Kiyoko and Gwyn who are probably the main source of a pregnancy fetish in this game, I think. With Garret specifically, the sadomasochistic content is built around the champ being female: If you had some of the more basic scenes of his they could be shifted to male specifically but with how much of his sexual content is built around the champ having a pussy and being feminine, and would require drastic rewrites and changes to who he is to cater towards a male champion. I should know, my primary character went through this content with him, but I stopped doing that because of that time where he punched her because she wanted rough sex while pregnant.this makes more sense considering there's already lots of characters that fill these niches, but even then it's a pointless waste. would it really improve any players playthrough by knowing that other players were barred from that content?

I keep hearing about Ryn. She is sorta the mascot of the game at this point. On Corruption, I am torn. On the one hand you do want to degrade and break someone because fucked up power fantasy. But on the other hand, that transforms every interaction into that of abuser and sex object. My personal taste would be to degrade but offer a fucked up but geniune affection as a master. That leads into my main gripe with the game so far, there isn't a lot of Corruption options right now. For a game with the premise of going full rape conqueror or being the pure hero, I don't feel you can be that bad and be rewarded for it as is. Minus a few one time events like forcefully fucking Sugo when you find him.There's also something like this for Ryn right now. Savin's mentioned that she's got two stats that dictate her personality (Libido and an invisible confidence meter) and it's going to have a noticeable effect on the Winter City content. Right now you can build her up by making her more confident (to the point that she's looking forward to punching the sister she was previously terrified of the next time they meet) or you can break her down even more and basically give her a wicked victim complex where she comes to think she deserves the degradation.
