Shock Hopper and LDC are one-off content! and there was a implication you would meet them again (even having a flag if you took LDC buttginity or not) and didn't Will thought of doing 2 whole companions (Roo and another one i forgot the name, with Roo being actually quite finished as well).They were all pretty much feature complete when we moved on from Zheng Shi's rec deck; everything Will was working on was, strictly speaking, unneccessary bonus content.

This is a slight tangent but out of curiosity as I've never thought about it before, how do the teams in both games decides who writes what in terms of main quest stuff? Do you have like a fetish/interest pool for characters people want to write in the quest or is it like you have to fill your MSQ quota lol?We asked him to help out on the Main Story Quest

SOPHORA definitely had more content planned from the getgo (much like Bianca), unfortunately what Will submitted was not very good, and was rejected. We asked him to help out on the Main Story Quest before going back to any of his OCs, but it'd been more than half a year since he finished what was assigned to him for Train Dungeon, and unless Fen gave him projects I'm unaware of that's the last thing I assigned him on Phaedra.
It's mostly just me doing the designing and most of the writing, then asking some other writers to come in and fill in the sex scenes (or sometimes all of the scenes) for specific encounters. When I'm doing dungeon/plot stuff, if I can avoid writing sex scenes myself I'll usually try and pass them onto somebody else so I can focus on the quest design and be finished in a reasonable amount of time.how do the teams in both games decides who writes what in terms of main quest stuff?

That's entirely up to Fen and the community writers (ie, you). If somebody from the community wants to pick up any of Will's dangling threads and write them I'm sure the TiTS staff would be amenable. Both Fen and Savin have already given their inputs. Will is retiring; he's not getting fired. "The team" was perfectly willing to support him, and he simply didn't do the work. Anyone that tries to pick up after Will is going to run into the same friction that I did. Whether I did well in CoC2 is both off topic and beside the point - the point is that it doesn't matter if the person that picks up after Will is equal in skill or greater, what matters is that it's not Will.

I waited year after year, and never thought that the result would be like this.
Although I have experienced similar things many times, I still feel shocked and sad every time.
Roo's crew expansion also had 200+ pages in May of this year, but we haven't seen any of these items added to the game until today.

Fen wrote all the the Mhen'ga main story, and then did the cousin bits and Kaska on Tarkus, then did some assist writing on Myrellion (the Nyrea Princess). Everybody pitched in a lot on Zheng Shi, with Fen doing the Cuz parts and a lot of the pirate base itself. Adj did a lot of the design for Dhaal but I actually wrote almost all of the plot stuff there, with some pickups from various writers in the actual dungeon. I've done all the plot on Phaedra so far, with various writers helping to fill out the train dungeon's sex stuff.

The Knot Cave dungeon I wrote for CoC2 is 300 pages. I mostly keep it to sub 100 pages for singular character docs tho.I haven't read the content in question, but just from my own experience as a writer, 200 pages sets off enormous red flags and suggests a project that grew wildly beyond the scope of something that could actually be completed.
