That perk is not temporary, and you can suck yourself without it already. Your dong needs to be 1/3 of your height, but Flexibility makes it a bit less. Yes but they were never capable of that right of the bat. They had to work towards that. The flexibility perk at least gives some reason as to why you can suddenly give yourself a lickin'.
