Yes but they were never capable of that right of the bat. They had to work towards that. The flexibility perk at least gives some reason as to why you can suddenly give yourself a lickin'. I'd rather have a completely different perk be instated that works like flexibility but you only get it after you attempt to give oral to yourself enough times, a perk you train for that also stacks with the previously mentioned flexibility perk.
If for example the default amount is 1/3, and flexibility gets you to for example 1/5 and capable of vaginal self oral, then this trained-for perk would also get you 1/5 + VSO + AnalSO. But take them together then it can be 1/7 + VSO + ASO.
