There are 2 pool scenes. The one you describe is on the lounger but the lotion one takes place in the starting location for Jason at the pool, in front of the windows/doors.

Hi guys I got a huge problem.
I was taking the time in game, as i did not have the money to buy stuff and i wasted a fair bit on sun lotion. Anyway I got to a day 99 and when i gone to slip, my day counter reset to 1 and my energy dropped to 0/0. I tried waiting and sleeping and changing location but nothing helps, now i can do anything and have to start again.
Is this a known bug? is there anything I can do?

Known bug, no known resolution but to start over. When you load into a game, carefully monitor what your 0/0 is. Keep a close eye on it before saving too.
I found an additional pool scene at 16:00 with the neighbor, but nothing sexual yet.
Anal now works in the shower, HOWEVER, you may need to trigger staying over night with her first. Because in the shower scene Jason will say that she liked it "last time". Where he recalls the dream being real.
I also found if you ask for advice with the neighbor (in the house), she'll tell you about the "Star Restaurant". So then if you browse the internet on your PC, you can book a reservation there at 20:00. BUT, Jason mentions he needs a suit or something. I haven't been able to find where to get that suit. Checked Emma, Julia, Neighbor, Billy, and Mom's room (in case of dad's suit or something), and the Internet - nothing so far.
She sits at the pool being sad, when you approach her, you have two options:

You also need to complete the suntan lotion scene first by the pool for the panties to appear there.

2.Take lemonade from fridge.

8.Massage mom at pool at least till the point when Jason says:"Wow... nice view". Another option is at bedroom when mom taking a nap, till the Jason says :"I must admit mom has best ass in the world".
9.Go to bathroom, the room with jacuzi. On the floor in the corner you will find mom's panties.
10.Go back to your room, open inventory and click on panties. You will get another 10 energy.
11.Next day at school sell panties to Billy
12.Go to your room, click on PC and buy spycam.

There is also an optional scene which has no impact to game progression. When you choose "Continue watching" instead of joining her, you will be caught by mom spying on her and after you get caught 3 times you will get "punishment"
38.Go to Pharmacy shop and buy Lube.
