I think I remember it being mentioned that there were actually plans to have a scene where Takahiro fucks Kiyoko, but it ended up not being made for some reason. Not sure what the reason was, though.

There are Kitsune outside the den. Heck you meet some in the Old Forest. So it's not restricted to that location.

Went back and found the comment from BubbleLord (Takahiro's author) that mentions why he and tobs decided not to do the Takahiro scene.
Most likely not by Tobs, but also away from the Den. I know, so far it is the only Kitsune settlement. But I also feel that any content written for within the Den would need to stick to some extent to the existent framework... which isn't great. Which is why I'm unsure such writing would be allowed into the game.
He wanted to write a novel very badly, but the evil Savin stole the only key to his chastity cage and forced him to work on an RPG game. Except he had a very poor understanding of what an RPG was and how to write an interactive narrative for a game. So he takes his frustration out on us. If he could jerk off, he'd have an post nut realization and things would get better, but alas, he can't.

That's quite an assertion.
My guess is based on the number of bedicked characters, the average size of those dicks, the popularity of those characters, the tendency in new content development and feedback about it on the forum. As well as in general Champ has more opportunity to be a catcher rather than a pitcher.
There are more female characters without dicks than female and male characters with dicks combined. If you only count characters that you can actually have sex with, the proportion increases in favor of female characters without dicks. Put another way, Champ has far more opportunity to be a pitcher than a catcher. That proportion has not been changing to any significant degree over the last few years. There is a convenient tally located here. (Technically it doesn't account for the fact that, say, Tarandra doesn't pitch, only catch, but it's a reasonable guide to the proportions.)
