Dunno. She could be plopped into the game the moment I get some scenes done with her but I don't know how I (or the commissioner) feel about putting in incomplete work. You only get one first impression*. Right now she's at the point where I'm ~1000? words away from completing her last "got your snek onboard and done all the greetings(rough sex)" variant, and the next move is doing her actual crew content.
*The dryad's a little different due to being an established character already.
