I should've specified the offline version ctrl+shift+i doesnt workF12 works for Edge and Firefox. Both also can open Developer Tools with an option in 'More Tools'. The top menu button looks different in each, though.

Maybe the game just isn't designed to display other classes perks, but that doesn't stop you from benefiting from having them.In the save editor, I assumed you could give your character perks from other classes, but I just realized that those perks aren’t listed after I load the game in, is it a bug?

Like for example my mercenary has smuggler's "shoot first" and "alpha strike", both of them don't show up in the perk list, but both works just fine.
Late to reply, but it's more of a display issue. The current game's code doesn't allow for showing the perks from other PC Classes, because of how it's formatted. However they are still active. Yes. However I recommend not adding skills from your characters chosen class because it causes a softlock for leveling up. So if you're tech specialist Level-1 and you save edit in having some Level 2 or 3 perks from Tech Specialist, it won't level-up properly. Same thing if you level up your stats too high.Also, any skill you give your character that’s from other classes will be active even at level 1 correct?
Yep, basically that in the best case. Worst case your game won't let you leave the level-up screenI think I chose the last perk of my class by accident so the level up screen kept on flashing indicating that I can level up but I’m at max level
