Best bet to get mom's panties is to rub her feet by the pool. After she falls asleep spread her legs ("nice view"). Stop there with so few points.
Then go to bathroom, enter room with tub and look down to the left. On the floor you'll find mom's panties.
RP with Julia and Kelly have no influence on this path.

1. I think it's not necessary to max all RP's. Because after some point you can't earn them anymore.
2. Just start the new game, the save files are in a central folder independent of the game folder.
Have you talked to Kelly about anal during her lunchbreak (14:00)? It will give you -10 RP but that's ok.
After that, talk to Billy, and than you can give him the photo.

You need to sell vid002 to get $30 and a screwdriver.
Vid002 is recorded in mom's bedroom, hide the camera behind the picture opposite the bed.
Also, alternate between vid001 and vid002 for selling to Billy (once he got vid001, he will no longer buy it until you've sold vid002 to him and so on).

116. If you'll find both Kelly and Emma. Talk with them.
117. Go to school at 18:00 and buy DrugX from shady guy (if you have it already, just skip this step)
118. Come back to Emma's backyard this time if you'll get them both, they will be in the pool. Put drugX into their drinks. Watch them having fun.
119. Come back to Emma's backyard while they are both in the pool. Watch them, this time you will have option to join them.
120. Go to Jason's room. Use PC to buy the cow suit. You can give it to mom when she will visit you at night.
121. Talk to Billy at school. Choose option "talk about BJ" this way you will be able to repeat the BJ scene for him. He will pay 100$, scene can be repeated once per week.

So it looks like that with last update there some small changes.
A) Kelly have opening hours up to 19:00. Pharmacy is closed during weekend. On beginning you can buy only sun cream and condoms
B) Mom relationship points bit changed.
C) All scenes are static since version 0.9d, when you found crying sis, she will be always crying. it is not possible to change it by going out and in
Mom EASY way 0-180 after that you will have to do it on your own
0-50 you can massage her shoulders in living room or legs by pool
to get over 50 you need to massage her legs by pool and then get panties +10 relationship , only catch is, that success rate is around 50% (no you have 60 rel.)

1.Go to Dining room while nobody is there and take "Whisky" from cabinet.
2.Take lemonade from fridge.
3.Catch mom getting drunk at Dining room (15:00 and 19:00).
4.Check Julia's phone in Living room while she is taking shower (20:00,21:00,22:00 and morning at weekends)
5.Night. Watch TV, you will get +10 energy. Also you can steal money from mom's purse at the bedroom but you can steal only if you have less than 50$. At the beginning try steal every night.
6.Talk with Julia at living room/pool.
7.Give lemonade to julia at pool.This will unlock Julia's scenes at living room, repeat them from time to time to rise relation score.
8.Massage mom at pool at least till the point when Jason says:"Wow... nice view". Another option is at bedroom when mom taking a nap, till the Jason says :"I must admit mom has best ass in the world".
9.Go to bathroom, the room with jacuzi. On the floor in the corner you will find mom's panties.
10.Go back to your room, open inventory and click on panties. You will get another 10 energy.
11.Next day at school sell panties to Billy

37.Go to Bathroom and wait till someone comes. For Julia you need to have at least 50 score or 80+ for 100% success. In case mom comes to shower till you get 180 score always cum outside. By playing with butt you can get upto 140.
There is also an optional scene which has no impact to game progression. When you choose "Continue watching" instead of joining her, you will be caught by mom spying on her and after you get caught 3 times you will get "punishment"
38.Go to Pharmacy shop and buy Lube.
39.At night go to the pool and wait Julia (she appears at 1:00 and 5:00 if she doesn't appear at this time try next night).Make sure you have condoms and lube.
