I feel like adding the ability's damage increase to all electrical weapons would further pigeonhole Tech Specialists' viable weapons and builds. Plus, to me, Deadly Shock seems like a possible thing only because the Tech Specialist spent time overcharging his/her own equipment. They haven't done the same to their weapons...huh...light bulb....
Anyway, the wiki doesn't say if Static Burst does any damage initially, so having it ping and free you from grapples would be nice as well. Fenco would just have to make sure the ability doesn't become too overpowered to the point where no other builds would consider taking Drone Control. Ideally, electricity-based builds would always choose Deadly Shock, drone techs would always choose Drone Control, and other builds would choose either/or based on their playstyle.
So, I've been playing Smash Ultimate lately and so that, coupled with the idea of modding weapons got me thinking: what if we add mods to the game. Not everything would be moddable. Starting, generic weapons probably wouldn't be moddable nor would pre-modded weapons like Emmy's weapons or Kahn's Arc Caster. Or, if they do get to be moddable, give them only 1 slot. Rare/Unique weapons could get something like 3 slots, uncommons would get 1-2, and commons/weapons you can buy in the store would get 0-1 slots. The mods wouldn't be game changing or anything, but give your weapons more flair. Stuff like +1% crit chance or +1 fire damage. This is where a Tech Specialist with Deadly Shock could shine. They could get a unique mod option that lets them boost electric damage by +2 or something (but only for weapons that already have existing electricity damage). NPCs mod things, why can't you? Of course, that would probably require various material drops to the game so that you can make mods. And it might be prudent to restrict mods to "one of" per weapon to prevent things from overscaling or something like that
