If I had my tablet with me, I would draw them in a dress to prove myself right.
But from my perspective, they are anime-twink-coded and a lot of those types of characters do tend to look adorable in a dress -- cloud from Final Fantasy, Goto from Firefly wedding, half of the LI in Otomes, Asuka from guilty gear (big fan if you can't tell), and so on and so on.
They are all feminine by my standards. But as I said above, my standards do make me to compartmentalize twinks and what people call femboys under one umbrella. Take Nikol and Rooh for example. Sure, the former is more feminine, but not by much in my eyes. They both wear skirts, they both look less macho compared to rest of their I'll, and they both look boyish. Nikol just pretties himself up more with makeup. Hell, if you increase the size of his waist just by a small degree or reduce the size of his rump, especially when considering his naked bust, he would really be my type.

So yes, femboys are just anime twinks in drag.
