[Spell] is not redundant because that tag makes sure to block the skill if you are silenced, and also gives it scaling from your spellpower, amongst other things. You cannot use power wave if you are disarmed or silenced, and it derives scaling from both weapon and spellpower.

If I remember correctly, it draws from both but has reduced scaling.
