Hm... From currently available places, only Tavros have some restrictions. Everywhere else you can walk around naked (and even do things publically), and no one cares. Well, with one strange exception.
As far as I'm aware, everywhere outside Steele's ship and the inside of Beth's brothel trigger the 'sneak back to your ship' scene... but I haven't really tested all other interior locations.
But, let's just assume this hypothetical scenario involves a new planet that doesn't follow the "Do What You Feel" credo when it comes to public nudity and/or masturbation.
Part of me wants there to be some kind of consequences for exhibitionist Steele rubbing one out on certain planets now...

I was talking about the locals. Most of the existing facilities on New Texas are intended for locals, if Steele uses them, he/she does so at their own peril.
Thing is, no NT native would opt for a gloryhole over just... sucking a dick. Doesn't make that much sense, really - it'd have to be an offworlder with a pre-existing fetish for it who came there and got the Treatment. On top of that, I'm not sure any NT native would actually use a gloryhole, kinda defeating their purpose in the first place.

I possibly could see Big T setting aside wages for male locals to pay off-worlders to tempt them into working in the gloryholes, if not having the gloryholes setup in such a way that locals don't need to pay to use them, while off-worlders receive a payout once their 'shift' is over.

I don't think it would be so out of place, mayhaps pent up bulls working out in the fields have a 'quickie station' which is really just a gloryhole booth with a few girls inside. Volunteering to work it over their shift for credits would be a cool whoring option.
Cows outnumber bulls by a fair margin, at least in the area around Tee's ranch. And again, any bull can pick up a cow girl to take a break with just by standing near her for a minute when he's riled up.
