I'm with you on not being too fond of either choice. A point in favor of having a PC resolution option is that it is possible to have removed Evelyn and bimbo'd Azzy leaving you with no choice at all to complete the quest. There's also the case where you only have Evelyn as an option and if you enjoy her base content as is, then you may want not want to gift her the dragon spear which also means leaving the quest unfinished.
If we can't pull the spear out ourselves and don't want to or can't gift the spear to someone else, then I think it should be possible for the PC to look into other options. A good bet would be seeking out Sanders, he's a good egg and seems like he would do his best to help you aid Ashe. Or if all else fails, maybe a mercy killing would be necessary to end her suffering.

Thanks for the info, but now I'm even more confused about what metric the spear uses to determine who is royalty or not. Does bloodline matter if Caits royal lineage is too thin? If that's the case, does that mean any ol' Vesparan can pluck the spear out since they're all descended from a hornet queen? If having territory and people under your command isn't important, then could someone like the Drider Queen take it as well because she's technically a queen in the same vein as a hornet queen? I'm not surprised that there's been discussion about this on the Discord server, the dang thing doesn't make much sense. Like why the heck does it give the owner dragon powers to begin with if it is seemingly jotun in origin? Is it possible for Azzy to turn into a full dragon like Evelyn can or did the power manifest in different ways? So many questions...
As for the TF that's nice to hear but doesn't really scratch the same itch as being an actual dragon does. Still good to have that option.
More on the idea of a corrupt PC resolving the quest by claiming the spear for themselves, becoming a corrupt dragon could be an alternative to soulbinding. Spoilered below is how I think it could realistically be handled:
As for consequences, you would be locked out of Ashe and be unable to be godsworn. The excuse could be that your draconic/conqueror nature refuses to let you take their oath since being bound by them may impede your future conquests.
In return. you'd be able to temporarily assume the form of a full dragon for sex scenes with larger npcs like the jotuns, kobold queen, or the behemoth. I'd also put up Daliza as a candidate for some dragon loving. You'd receive a set of dragon powers like a unique version of Dragon's Breath that dishes out blight/fire (unholy flame) damage instead of just fire and have it scale with either attack power or spellpower, whichever is highest. The ultimate could be you assuming your full dragon form for X amount of turns, with X being your character level.
