Yolihuali and Hjorr missing

So just wonderin' is there something I need to do to bring those two out? (On the public build so if they're just not a thing there, then fair fair)

I think you need to talk to the other folks in the Light Palace--specifically Annika and Lumia, but I don't properly remember the order. (They're in public, they've been around for a while!)
