Steele's offspring are hard-coded to be either human or half-human, depending on the other parent. The only exceptions are that initially half-ausar Steeles will often produce full ausar children if the other parent is an ausar, and their kids with Haley will be the same as their initial race.I'll admit that I don't know how hardcoded the Steele offspring options are, but if it's modular like descriptions and scenes, it shouldn't be too bad, I think.
Regardless, Steele's original hair colour, eye colour and skin tone are inheritable with a 50% chance by default, though some children are hard-coded to be guaranteed either way for certain features (e.g. Sera's first kid is guaranteed to have hazel hair (Sera's original hair colour), while Briha's first two kids are guaranteed to have Steele's initial hair and eye colours).
Changing which race Steele breeds as would introduce the complexity of making non-human hybrids for non-human parents, and half-humans for human parents; even if we only allowed that for starter races, that's still six more races that have to be hybridised with almost every single other race that can be bred with (excluding parasitic and oviposition breeding since Steele doesn't contribute any genes to those, as well as humans because half-humans are already considered). While that's not impossible, it's time-consuming and probably not worth it from most perspectives.
