Yeah that's one thing that always surprises me in games, that so often it's ONLY dom or sim even when the situation doesn't dictate that. You'd think market wise they'd tend to do both just to broaden the fetish base, but so often it's only one.
That was one of my prior complaints, that it's so often one way regardless of the characters. So often you can have strong and weak women (physically or in positions of power), yet usually they get treated the same way. For more diversity, and for better writing (being true to the characters) why wouldn't have both? I can only assume it's the nature of the devs who make many of these quick 3dcg games, who either don't want to, or can't (to a point they feel comfortable with). The more professional ones do tend to do both.
One game example (can't remember the title), the guy who's stuck with nothing in a medieval village. I was thinking, Oooo that has potential, having to beg for money/food, scraping by to live. Very common trope with a women being the protagonist. But no, he just went around screwing everyone. Could have easily been submissive to the tough female tavern keeper (women running a business in those days...) for a place to live, mildly sub/teasing to the patrons, but more equal (or dom) to women outside he's not owing something to. But nope... sigh.
@Pazz, there are a few like that. At animeotk there's Bathhouse and Inn, where the staff are pretty much slavish (they do get paid heh). But while the PC runs the place, there are scenes where they are sub as he/she is running the place, but not actually doing the work directly herself. So you don't get a weird conflict of master being dommed by the slaves.
