Difficulties with Fei An Strozo (possible spoiler)

I cannot seem to "re-trigger" Fei An Strozo so as to gift her with farlander magic? I brought Throb as my source for the other acceptable drugs has died up - at least for the time being. I'm expecting to meet here where I last encountered her by the Deep Caverns Taxi Service.
