If your PC is bald does that mean any children they have will be bald?

Or can they still get the hair color that Steele had before going bald? Can they still get their mothers/fathers hair color?

They all will be born with hair, the hair color can either be the hair color you choose in the character creation or the color of the sire/mother.

Generally speaking, your children can inherit any trait you were born with, but not traits you acquired later in life. Baldness is one of the latter traits. This applies both in TiTS and in real life (unless there's some genetic defect that causes one to be incapable of growing hair from birth, but Steele doesn't have that).
