Building a Good Dragon Tank?

So I am wanting to do a Dragon character tank playthrough. I am not sure how to make a solid Tank in this game without it b oiling down to two hundred turns later and no change. I want to make sure I balance the items and companions out as best as I can. I am here looking for insight from the community who's spent a lot of time. I like to play the hardest difficulty, so I am trying to set it up with a Healer, Tank, Dps sort of deal. My prior build was a Kitsune Swordsman, lost my save data and thought I'd just start over with the new stuff coming out.

The secret is Rime Veil. It's a power that you can learn from Cait when giving her the grimoire. It's an encounter power that damages every character who physically attacks you.

Also, If your playing tank, I'd boost up leadership to get your companions the dps needed to quickly end fights. Conqueror's Breastplate is really good for this.

What kind of gear should I shoot for, I don't mind trying to set this up as much as I can. I can try and get my hands on Rime Veil quickly as possible. Are the stats like I think with Tough ness and them being the core focus?

My Build is a leadership tank. I focus on strength, toughness (threat generation), and presence (leadership). I would definitely get the helm of heroes (or patrician's mask), conqueror's breastplate, mare's ring, and guldring, and Enchanted Amulet. Make sure you have a shield if you are playing tank. My weapon of choice is Ashelander, but that's just my preference.

As for powers wise, the only other one I would say is mandatory is Cleave/Whirlwind. It's just too good. At-will powers is a bit more of a choice. Mirror stance draws the highest threat, Lay on Hands for heals, Charge Weapon, Shielded Stance, Double Attack, Frostwarden, Deflection (if you wield dawnsword and give up having the guldring), Dueling Stance are all fairly good.

Any other items, I'd say are not really mandatory and are up to your personal preference.
