According to Akane's doc, she's somewhere in Tavros. It's a finite space. Hold up, let me read through it... south east corner of the merchant deck. You need to be level 7+ according to the doc.

Edit: Also, the time needs to be 23:00 to 00:00

There's a whole multi-planet quest chain, check beneath beths at the time listed, then later get into fights on mhenga and uveto. after that, she should be available from the VeriSomething front on the merch deck
