i believe the hips dont lie perk is supposed to prevent your hip size from going below 18, however when you use shift goo and decrease hip size you can get it to 0. i tried the same thing with the buttslut (ass equivalent to hips dont lie) and it works as intended (you can not go below butt size 18)
