OK!!!! I think ive cracked the code! For some reson, the talk event that is meant to show up where Paulette talks to you about Lithium FLower doesnt show up if you allowed Paulette to handle the entire confrontation. You must have thrown hands during the brawl. Im 90% sure this is a glitch or...

Honestly I can't remember, since it was a while ago, both irl and in game. I mean I should assume I did since I'm getting the thing on extrameet, it's just not letting me match.
