The Belharan Empire knew how to make steel (or some parts of the Empire, like the mages). They definitely knew iron-working, since Imperial Iron is well-known enough.

It probably still wasn't common, especially since copper and tin were so prevalent and bronze-working was a major artform in many parts, including Tronarii. So it would probably cause a major economic upheaval or problems if they tried to shift the economy to make Bronze obsolete (assuming they could, based on ore quantities or the ability to mine and process it on a large scale). Imagine a completely made-up and hypothetical scenario where some countries had some liquid or resource as pretty much their only export and we decided to develop an engine that ran on water or got 1,000 miles to the gallon instead of say, 15-30. They'd be very upset and would pull out their billions of dollars from our economy. Hypothetically.
Tools and weapons of steel such as those wielded by Lusina are considered relics of the now-fallen Belharan Empire and highly prized for both their function and historic value.

As for Maidenscythe, I am not fully privy to its actual construction and provenance . The description seems to be that it's steel. Also, Lusina claims (which doesn't make it true either), that it fell to the ground fully formed and forged as it was, so it could be anything. (but it's probably steel).

This silvered steel claymore is a relic of the Empire of Belhar, difficult and expensive to produce even in the empire's hayday. It was a badge of office for the empire's noble Mage-Knights, a unique weapon for a unique brand of warrior — those tasked with the destruction of the worst monsters to plague the realm. When Belhar collapsed, most of these knightly blades were lost or destroyed...

fwiw Maidenscythe's item description isn't anything the player could ever actually see, and is wrong. Lusina's story that is in-game is true; it fell from a portal.
