I go with Austere/willpower mainly because when I started my characters there was no way to raise willpower aside from the level up points, so every little bit raising willpower helped, and the money lost doesn't really seem that important to me.

To be fair Zheniya was taking a natural contraceptive from Mhen'ga which is obviously weaker than the super advanced Sterilex which actually makes you sterile instead of one of the other methods like hardening the zygotes' membrane.

I'm afraid I haven't actually played Fallout, but from what I know Fallout's system works on a hostile to not hostile to friendly scale, which can be influenced by any action that effects a group. That's not what Fen is going for.
