Can't get to Tychris

So I am sitting on the exclamation point in then hills south of hawkthorne and nothing is happening. I moved on and off it, waited several days and still nothing happens on it or moving on to it.

If you haven't done it, I think you need to do the quest Cat Call first. If you've done Cat Call, I don't know what has happened.
