There'd probably be multiple items with the same perk, like say if Guldring and Ashelander both had the "Pyromancer" perk that increased... -
They'll be closed well in advance, so we can actually churn through the backlog. -

That's something I've been considering for our next game; instead of having new class perks every other level, have all the Unique items...
