Pretty sure that's bimbo version of Atugia Moira drew. I've seen her around....I guess that's content that will eventually be implemented? Idk I'm sure someone more qualified than me can tell u whether there will be bimbo Atugia content in the future.
That's a companion piece to other art that Moira drew for the game and we can tell it's supposed to be Atugia but we don't know what it's meant for yet.
