Very confused

I'm confused because i know I've always chosen to protect jill/jack in the game and flirt every time. i danced with them on dhaal and what not and chatted on the train but the options to flirt are still greyed out for the meeting on Phaedra. is this like the frostwyrm bug resetting their name on an update and now I've got to redo the entire game just to see these scenes. if so I'm seriously annoyed.

This is easiest with the Save Editor.
1. Follow the link. (When I tried to link directly, the post was flagged to require Moderator approval.)
2. Load your save.
3. Go to the 'Flags' tab.
4. Search for RIVAL_KISSED
5. Set the right field to 1
9. Save.

You can also do it via a Text Editor, but you have to find the part of the save where the Flags are.
1. Open the save in a Text Editor like Notepad.
2. Search for "inactivePlayerOwnedShips"
3. Go to the } on the left. Those are the flags.
4. Copy-paste
,"RIVAL_KISSED":1
before the }

I know the route the option doesn't show begause flags didn't trigger.

This seems to come up every so often. As far as I can tell, there was a period where RIVAL_DANCE didn't get set. If you have a backup save before the train, see if that flag isn't set.

I tried yeah. I did the dance back before the dhaal dungeon was a thing

As I see it, your choices are:
1. Save-Edit RIVAL_DANCE into a pre-Train save and see if that gives you the dialog options.
2. Save-Edit RIVAL_KISSED into your current save.
