Unable to access cheats

As title says, unable to access cheats on latest game version - both on browser and downloaded. Followed what wiki said (load file, click the dot on the I in the logo 3 times) but nothing happened

As a backup, you could try enabling cheats via the Console.

Bizarrely, making a new save allows me to toggle cheats, but only for that save? loading the old one prevents me from accessing them again

Cheats are enabled individually for each save. That's why you have to load one first.

There is a bug that might be useful to you: The game remembers what sub-menu you were on in most menus.
1. Load a save with Cheats enabled.
2. Go to the Cheats tab.
3. Load a different save.
When you go to Options, you should be on the Cheats tab, even if they're not enabled on that save.

That bug does work, but to clarify - I can enable cheats for every other save file, even new ones - I am unable to enable them for this one specific file - clicking the dot does nothing when that file is loaded. The moment I swap files, it works, then swapping back prevents it again
