This is a somewhat confusing tooltip.
If I understand it correctly, the flag increases the damage done by Kineticist powers by 5%. Doesn't help that 'Psionic' damage is specifically a Lust damage type.
I'd say something like

Amplifies a Kineticist's psionic ability damage by 5%

And maybe rename it to Psionically Empowering.
