You can still find Evelyn; she doesn't go anywhere unless you specifically opt to remove her from the game.

In which case yes, Azzy is currently the only option -- though there is another planned for later in the game.

I've found her now, I've met Alice as party of the plotline, but the option to select Evelyn to become a dragon still hasn't appeared

No. I've unlocked the Her Past? option, worked things out with Alice, and I still can't get her to visit the dragon

If you have unlocked the past option, there's no reason why you can't choose Evelyn. You have to had sex her a lot to get on her past to unlock in the first place.

I hope this other caninidate gets progresively harder fights like Evelyn does.

I found the problem. I had already selected Azzyran as who I'd bring but the game wouldn't let me change my mind at that point
