So,by the time I learned I needed a noble to complete the quest, I hadn't found Evelyn but had found Azzyran . Am I forced to pick Azzyran to remove the spear?

You can still find Evelyn; she doesn't go anywhere unless you specifically opt to remove her from the game.

In which case yes, Azzy is currently the only option -- though there is another planned for later in the game.
