Yeah, if you haven't encountered him already you just have bad luck with the RNG. There aren't any special triggers to get his initial encounter to appear.
Well, damn, and here I thought that old Russian saying "Bad at playing, good at loving" had at least a shred of truth, guess I'm a lost cause at both by the looks of it
You could always just stand on one square and keep pressing explore, eventually he will show up.
It's just luck of the draw, in some of my playthroughs I find him pretty much straight away but in others I kinda forgot he even existed until much later. Just continue on with the game and keep going back. Or use save editor and see if you can find Sugo flag.
I had similar luck with the Witch gear in one of my Champion runs. I found it pretty much immediately in a few but on one run I didn't stumble upon it until after finishing the Winter City. Not that I was looking for it with my Warrior, but it still didn't proc in multiple traversals of the Old Forest in pursuit of other things.
