Question about Oil of Oliban

If oil of oliban was applied to an erogenous area, would that numb that spot to pleasure, or the entire person?
Could you use it for a punishment scene by rubbing it in someone's craw, and then using them to get off while they don't really feel pleasure from it?

I'm considering dipping a toe into writing once I settle into my new job, but I want to gather some facts first.
