You can achieve it very quickly with tfs. If you play the tutorial, you come across a Blue Potion and Pink Potion that can be used to grow whichever genitals you don't have already.

Or if you want to wait, Kas has the option to give you a vagina and/or cock during her sex scenes.. vagina given I believe is after the ice palace.

Just for reference, the reason that there isn't a starting futa option is that none of the starting races feature naturally-occurring hermaphrodites and the writing doesn't account for the possibility of the Champ using any transformatives prior to the start of the story. The potions available in the tutorial let you do some quick TFing and you can always headcanon it that your Champ was 'always that way', just like you can headcanon that a more heavily transformed Champ was that way before if you want to, it's just not something the story will acknowledge.
