A more realistic version of ShinNeoTokyo would be Steele is contracted by the SNT government to dress up and act like a sex robot, and either a) get the hikikomori used enough to person-to-person contact that they're willing to leave their apartments (viz Asimov's Robots of Dawn), or b) provide their biological and libidinal services to pitch or catch pregnancy, as the birth rate has become dangerously low.

There's precedent for such constructions, as in Carthago Nova. A construction like 近代新東京 would have subtly different connotations than just "new new", as well.
New Tokyo probably does not have birth rate issues because of government tentacle monsters and genetically engineered women that release pheromones that drive men wild. The bigger problem would be cultural degradation as everything actually job related is probably taken care of by machines, except for the shrines run by Mikos and guarded by Ninjas.
There would also be so many races/modded people that look like traditional japanese demons. From Oni Yakuza thugs, to Kitsune Shrine Maidens, to Kappa salesmen. Probably should have at least one bar run by pair of beautiful Oni girls, one on the small side the other tall, with a love of alcohol.
I would seriously hope for a Kitsune TF in New Tokyo. Of the 10% variety not the furry variety (could have a separate TF for those who want a furry kitsune). Perhaps an Oni TF as well.
Why not go further? Call it New York 8. Short for New New New New New New New New York.
Aware that FoxFire covers the kemonomimi kitsune variant already. You just need to apply it to your tail/backside. Also there already is a Oni-like race in TiTS; they are called Nyomi.
Expectable for time we get to have New Tokyo ingame there will be like 0 reasons Devs can say no to make npc that looks like typical Yokai from asian myths especialy japaniese psrt of them. ANd that part about Kitsune TF...ummm I approve it *thumb up*

1-My favourite and most likely
I see New Tokyo as the perfect Eutopia. A place where organics and A.I live in peace, a wonderful 'world' where, probably, having real relationships between organics and synthetics is pretty common, without threats or mockeries of any type of those 'anti-synthetics lovers' (like the assholes from the fifth date of Bess.
). Where everyone lives happy having the same rights, as its citizen are treated as a big family, like brothers and sisters.
Without forgetting it could be the planet that produces most of the TiTS-verse technology. The house of the biggest corporations like Steele Tech, Reaper Armament, Aegis, etc.

The house of the biggest Smut Brands, like Nivas Oxonef, Steph's Galactic Huntress Show, and many others.

I liked first vision as for 2nd...that pic somehow made me unease and thus I uncertain if I like option 3 due to impression from option 2 ^^

Foolishness aside, whatever option is New Tokyo, the only thing we can do is wait for the day of its implementation (if that day ever comes.) Maybe one of the many Creators among the community decide to write something about it. (Then again, this is probably unlikely, considering all the work that takes creating an entire planet.)
I think the biggest plot-twist for if they do impliment neo-tokyo would be if it was just a run of the mill human city. Just imagine a boring basic city as neo-tokyo, not the capitol of porn, or a utopia, or even a dystopia with streets filled with kappas, just a normal city.

I'd imagine most cities back on the major planets would be like that. Just a futuristic version of ours. All the super smutty shit probably happens further away from Earth or Ausaril, though I won't deny they're probably more libertine than our world.
