The Treatment is a citizenship requirement but it does not officially bestow citizenship in itself. But it does grant a sort of honorary citizenship in its own way, since all treated folks are usually of a single mind.

Steele already is a special case, being allowed to visit New Texas at all. It's essentially a VIP resort where the locals pay you with sex.
