Given that the scene's text assumes Steele and Ellie are both on New Texas at the start then travel to Tavros, I think that's actually a bug.

In order to get the scene you're looking for, none of the above must apply and your ship also needs to be in the Tavros Station hangar.

This is a different scene (specifically, after she's laid the eggs but before they've hatched), which has different checks for availability. The checks for the scene you're talking about don't include "it's okay to leave the planet" and are working as intended.I was able to leave New Texas while unarmed. You have to in order to get Ellie to Uveto and get the fertility shot.
The TiTS Public source code over at GitHub, specifically includes/game.as to check the disableExploreEvents and leavePlanetOK functions, includes/newTexas/newTexas.as for the above customs disarming, and includes/newTexas/ellie.as for the rest.Where are you getting this?
