After the last, update I decided to start a new character in the kinetiscist class, but when I opened the latest version, none of the saves for my tech specialist was there. At the time, I didntt car becuase I had saved that one to a file. My issue is that after playing a couple hours or so later, I saved my new character a little ways through myrellion and today I opened the current version and all my old, unnessecary saves are back wiht my current character nowhere in sight. If anybody could help, pls and thank you.

The only thing I could think of is that your old saves were in a certain browser, while your new save was in a different browser and/or a private browsing window; saves in-browser are saved to that browser's data and aren't shared between them, so using a different browser or the private/incognito/whatever version of the same browser won't give access to those saves.

The offline version would still use browser data for saves?

If you open it in a browser, and not using the "Save to file"-button, then yes, it's still using the build-in browser data storage.
Which tends to get cleaned up if you're using private browsing, or some privacy plugins.

I was using some secure software to clean some browser data and cookie clutter... still doesn't explain why my old saves came back though... cause I didnt use a different browser

Yeah, that sounds like what TheShepard256 explained. If you're lucky, you just opened it in a different browser/profile (you'd just have to find that browser), or you accidentally opened it in a private window, which wouldn't have access to your regular browsing data, therefore no access to your regular saves, and wouldn't create permanent saves. That would mean the regular saves would be back when opened in a regular window, while the private session's saves would be lost the moment you closed that window.
