Warrior

Double attack
These count as "normal attacks" for cleaving strikes so you will cleave twice with this power
It allows off hand attacks to make a follow up attack each time. so basically you get quad attacks if you dual wield.
Probably the best at will damage power for all physical builds. Probably the best power in the game now.
Assuming max Strength, a basic Curved blade would deal like 70 damage while naked. Doubling that to 140 damage is more damage than ANY other at will power can realistically give you. This also applies the effects of something like righteous fury twice(4 times if dual wielding)
Whirlwind
Similar to cleave, you can make a follow up cleave with an off hand weapon, so 4x cleave(kinda sexy). Cleave was already the gold standard for aoe damage, so doubling that is obviously very good. Getting double cleave is kinda crazy. This power seems severely overtuned. Honestly it seems like all the physical based builds got extra attack(ala dnd) while the mages get okay spells but not amazing ones.
Warbanner
The regeneration is permanent. Healing a quarter of your hp
With a shield, some decent armor and tough skin. Something like a frenzied Earth elemental straight up cannot kill you any more. Just spamming basic attacks i could get all the way to cedric in the arena on nightmare, taking on every single party solo. Cedric eventually killed me cause of taunt stacking but if i actually made a build i could probably win there too. Kind of a bonkers power, if not promoting a boring playstyle. (All my pokemon players out there who love stall, this is the power for you)
Thief

Shadow Stance
Seems a bit bad. 50 crit power is just okay. It turned my crits from 150->170 on a painted demon. A 20 point increase is less then something like charge weapon would give you. And is WORLDS lower then simply attacking twice like Double attack. Threat generation is too complicated for my walnut sized brain so I can't really evaluate that. Crit power is also useless against shielded enemies. Not that shielded enemies are terribly dangerous but its a bonus that does nothing in this case whilst double attack always doubles.
Venom Strike
An okay weapon buff. 50~ extra damage for 3 turns, whilst making an attack is not bad. Charge weapon gets to 30~ so 40% more damage than charge weapon is quite nice. That being said, that is a stance this a recharge spell. You probably have something better to do with a recharge power(cough whirlwind cough). Not to mention blight is highly resisted by demons which doesn't help. Hard to recommend this when the warrior powers are so good. But using this with double attack is pretty neat. Probably still better to just double attack an additional time but whatevs
Flashburn shot
I don't really do ranged builds but this power seems TERRIBLE with my testing. +30 accuracy is fine and an additional 90~ damage is good too. But for an encounter ability? It doesn't even hard cc. This might be okay with eye for weakness and twist the knife, but something like Power wave is a recharge 1 that adds 60+ damage. An encounter ability like eviscerate can one shot most enemies. Flashburn can't even one shot level 6 enemies(A crit for me was like 300)
White Mage

Oakheart-
Some meh damage for an at will spell. But a spammable shield is kinda good. With something like Warbanner you could genuinely become invincible. Hard to say for this spell. 50~ damage is VERY low but doing damage while getting a shield is great value. Stall players eating GOOD. Putting out offensive pressure WHILE generating defensive value is the tank thing to do so pretty nice for defensive players.
Tempest Smite-
Pretty great spell. 60~ bonus damage that can cleave is genuinely great. Storm damage seems to be pretty good from my experience. It still isn't as good as whirlwind but its getting there.
Lunar Aegis-
Very high base damage aoe spell, frost can be hit or miss but that base damage is insane. Something like Dawnbreak has 50+50 base damage, this is 142. The secondary effect is kinda meh. Big group heal for sure but this is the type of spell you throw out at the start of an encounter not the middle of one. Still a decent fuck you aoe spell
African American Mage

Twisted Pyre-
Insane base damage for an at will spell, as well as applying a useful debuff, AND it has an accuracy boost. Fire and blight can be very hit or miss but that base damage is absurd. Doing basically double the damage of other at will spells
Cryostatic arc-
Very powerful spell with again insane base damage. Its basically the same as lunar aegis which is an encounter spell. Frost and Storm is a good combo of damage, while frost can be weak at times I'm not sure if there are enemies that highly resist both. Staggered and frigid are both powerful debuffs too, assuming you can utilize them.
Night shroud-
Very weak encounter spell, 10 evasion, 0 threat generation, 25 acc and 50 crit power is extremely meh. I brought up why crit power is meh with shadow stance, but this is just a fairly weak buff to use. You will certainly deal more damage just attacking twice rather than casting this and then using its bonuses. The buffs aren't event permanent so in longer fights its also not great. Compared to dawnbreak that gives a decent aoe attack and then buffs ALL allies attacks by like 70 for two turns. This spell only buffs you, is less damage, and the defensive component is so minor.
Overall Warriors are FEASTING, thieves are on life support and mages are doing okay.

I've NEVER played a charmer so I don't know squat about them, take anything I say here with a grain of salt

Seems like a straight upgrade to base tease. +20 crit chance is a lot but idk what charmers were running as their at will spell prior to this. Giving up an at will for 20 crit does seem worth it to my pea sized brain but maybe you wanted a supportive spell like heal or something idk.
Sorran Chant-
This is a ridiculously good spell, a group wide weapon buff that lasts 4 turns with the expert inspiration means you can have this up 100% of the time. With 0 sexiness the weapon buff is +23 damage, and I've talked about how good storm damage is. This is basically a group heal that also buffs your teams damage. The only nit pick i have with this spell is that you cannot use it if every one is full hp. So you can't get the bonus damage at the start of a fight but meh. As with all weapon buffs this buff only applies to the main hand weapon, dual wielders do not get to double dip in the damage.
Piercing dance-
A giant fuck you nuke to a target. Each negative condition confers 20 temptation and sexiness(armor penetration and attack power). The 100 accuracy means you really shouldn't miss and extra accuracy is converted to crit chance so it's pure value here. This spell seems pretty great but again Idk what charmers were using as their encounter spell before this and if there was a good single target nuke available to them.
