Is there any way to use cheat commands to start an encounter with specific enemies?

Yes. You'll have to use the "impulse" cheat code and enter the name of the function for the encounter. The function names for all enemies as of 0.8.065 can be found at https://github.com/OXOIndustries/TiTS-Public/tree/master/includes; good luck finding the function names for anything implemented in the last 2.75 years, though, since the public GitHub is that much out of date. And don't forget to save first, in case Something Bad Happens.

Alternatively, the Treated salvagers from FIRST-14 can be force-encountered in the "test" cheat code's menu, and some enemies (mainly from KiroQuest) drop VR programs that allow you to replay their content through the Mindwash Visor without cheats.

Cheatcodes are gone in the JS port; instead click on the dot in the I in the tits logo on the main menu after you load a save, and you'll unlock a cheat menu under options.
