IT can be found in The Rift and Frostwood. It's a Boreal Elf TF.
They can be found by exploring in the Frostwood/Glacial Rift and they're the boreal elf TF item.
Gianna's caravan also sells them via Tamarind.

I don't believe there's one that simply lengthens ears on their own, so TF them to another type like Human, then use the Ice Rose to change them to a longer Elf-type.
But it is - Root of Man is 25 EC, and the Soft Mud (face reagent) is 10 EC.
Then the Ice Rose + Soft Mud.
