How many racial points does it take to get classified as a dragon?

I want to have my planned Mander futa turn into a dragon but I don't want to lose her blue scale color or even the tail. Can't I just add the wings n gold eyes?

Maybe try adding horns, but keeping the scalecolor and tail should be fine
