How do you start this "vassal" quest in the Winter City

I've been out of the loop with the game for a while and I'm confused with how to trigger the option of choosing to become the vassal in the winter city and I have had no luck with the wiki or checking previous patches on whats required.

Complete the Palace of Ice (main story) and then walk over a Waystone tile to trigger a conversation with Ryn, then go to the Wayfort.
