You need "well hung" perk, if not pick it during character creation use Tainted Clover or Twisted Reed TFs from Nash's shop, but they both can't be alchemically infused so they will take effect on whole body. You'll have to tf yourself back after using them.
After that proceed with mino bloodwine, if still not enough try fuck centaur packleader from Plains couple of times, should help.

I’m too far to restart, and I did it before with a combination of bloodwine, blue eggs, pink eggs, and meira, and I don’t want to use tfs that I can’t refine, plus I havent unlocked khor Minos yet

I think there is some bit of confusion. Unlike TiTs, Girth and Length are not independent of eachother. You can either have a dong 20 in long and 5 in thick or 24 in long and 6 in thick.
