Maybe tone it down there? How about instead of bashing the project before it even gets started, you let them at least put some sort of plan and direction inplace as to where this potential character would go. As of right now all we have is a name and a potential appearance for the character.

i kind of dont want to make her a kaithrit though (even though i love them) because theres a lot of them as it is(not that i mind more kitties :3)

This could be solved by making her available after the player has played for an appropriate amount of in-game time, some of my chars have been at the whole rusher business thing for quite a few years just because of the nursery skip with some pregnancies that take half an eternity to finish.

Sounds like too much of a hassle just to encounter an npc though, so I kinda agree with the post above. A half kaithrit that was just a little bit too into naleen nip could be a viable alternative.

The artstyle seems more 'chibi' plus 'classic anime face' to me (Not saying there's anything wrong with that).
Plus those aren't even actual busts for the character, more like an idea for her design in general, pretty sure the actual written work is gonna be more mature looking/acting.

Tho the problem with that is unless that rusher has some premium nanomachines (like captain Steele and Steph Irson) or they have been treated with nanomachines (the Zil Rations Atha got for the Zil episode) eating Zil Rations doesn't cause any mutations, maybe just gets you food poisoning or some kind of infection.

While the same scenario can be applied to Skin Clear as well. The rusher might have been using it to treat some kind of skin condition they might have acquired while on Mhen'ga or as cosmetics to maintain that flawlessly smooth skin and your NPC got her hands on a misplaced bottle.

i assume any rusher would have been injected with nanomachines, even super basic ones. plus with the terran treats description it says "They’re popular with human travelers expecting to encounter mutation." also when dad steele went out rushing it said that he suffered from mutations from aliens and he didnt have the nanomachines until after he got rich. though maybe im wrong *shrugs again* thanks for the suggestion though and i completely understand your reasoning.

Since doesn't look that different from a naleen and is supposed to be old enough you could have her be a result of your actions. The encounter only happens if you are walking around Mhen'ga with terran treats or skin clear in inventory then you stop to rest and when you look in your bag for something you notice the item missing at this point you hear rustling in the brush like a naleen putting you on guard when she shows up with the empty container. You could take it further with her curiosity/excitment to the change (due to some desire to be like the "invaders?") ending up in her changing completly human only to end up sad which leads to using cat-nip to return her to your first meeting happy as a clam to be like the first time. (the reason she stalked you and used the item being her desire and seeing you use or eat it before when resting)
