No? It was some rando guy who ran away before speaking to Garth.
The main rumor circulating in Hawkethrone is that it was Garth, so I'm even more confused about where you got the idea that Garth blamed Garret.
Besides that, Gweyr would kill him.

And.. I didn't say Garth blamed Garret for it at all? I said the exact opposite.
My exact words were "No wonder Garth told off anyone saying that they were Garret's."
Garth was dispelling afformentioned rumor--everyone knows that. What made you infer that I was claiming otherwise?
I know it's a stretch; you gotta connect the dots a little bit.
Gywn is known for lusting after her dad in these forums.
We've got a whole scene where Gwyn requests that PC roleplays as her dad while they have sex.
Y'know? The scene you can only access as a lupine? Alongside the fact that PC smells "the same" as Garth, quoting her.
Read the scene, if you haven't. Whether she's referring to him in reality or in fantasy, Garth is the only person she explicitly refers to as "Daddy," emphasizing the capital D.
Another thing to mention is that Garth--and a lot of other NPCs-- often will lie, or not tell the full truth. Which leads to a lot of the quests and content of the game--cause we're trying to find out.
..And Garth's got a couple bastards around the place, too, that he's abandoned or isn't taking responsibility for.
Senja.. Solveig.. maybe some others? But we know he's not keeping it in his pants.
This isn't an infallible theory, especially considering the keen sense of smell the Lupines have in CoC2 (as mentioned by Gweyr in your post,)
but their family's pretty fucked up, maybe in more ways than one.
