Gweyr Winter Wolf Quest not triggering

I've been running around the glaciers for a long while and haven't been able to progress at all because of this weird bug.
I had a look at the flags via save editor and for some reason, GLOBALS.QUEST_WINTER_WOLF has the value 27.
No the save is not in the slightest edited.
