Gweyr Winter Wolf Quest not triggering

I've been running around the glaciers for a long while and haven't been able to progress at all because of this weird bug.
I had a look at the flags via save editor and for some reason, GLOBALS.QUEST_WINTER_WOLF has the value 27.
No the save is not in the slightest edited.

I decided to put this to the test and I managed to get Gweyr to show up:

I suggest bringing Etheryn with you to increase the odds of encountering the event, and I found it at the green crossroad each time:
